UN climate talks in Poland

UN climate talks in Warsaw ended in a last-minute compromise,
reporting participants 'modest progress'. The only concrete measure was
an agreement on new rules to protect tropical forests, which soak up
carbon dioxide as they grow. The negotiators agreed that a new global
deal to slow down global warming should be reached in Paris in 2015
and enter into force in 2020, consisting of what they called 'intended
nationally determined contributions towards curbing greenhouse gas
emissions' from rich and poor nations. The Warsaw deal called on these
nations to put forward their plans by the first quarter of 2015 to give
time for a review before the Paris summit at the end of 2015. Another
issue dividing rich and poor is the aid that developed countries pay to
developing ones to help them curb emissions and cope the impact of
climate change, merely urging the draft text developed nations to set
'increasing levels' of aid. Developed nations promising in 2009 to raise
aid to $100 Billion a year after 2020 from $10 Billion a year in 2010/
2012 have resisted to set targets for 2013-2019.
